1The general principle

Almost every country distinguishes between commercial importation, which is tightly licensed, and small quantities carried or shipped for a named individual's personal treatment. The second category is treated more leniently in many places — but 'more leniently' is not the same as 'permitted', and the rules are written narrowly.

Three factors consistently determine the outcome: whether you hold a valid prescription, whether the quantity is plausibly personal, and whether the specific substance is controlled.

2United States

The FDA's formal position is that importing unapproved medicines is generally not permitted, because products not approved for the US market fall outside its regulatory oversight. However, the agency publishes a personal importation policy describing circumstances in which it may exercise enforcement discretion.

Those circumstances typically involve a serious condition, no effective approved treatment available domestically, no commercialisation or promotion of the product to US residents, a quantity of roughly a personal course, and written confirmation that it is for the patient's own use under a named physician.

Enforcement discretion is exactly what the phrase says: discretion. Products may still be detained or destroyed at the border, and the policy does not create a right of import.

3United Kingdom and European Union

The UK permits individuals to bring in medicines for personal use, with quantity and documentation expectations, and applies separate rules for controlled drugs including a personal licence requirement above defined thresholds and durations.

The European Union does not operate a single harmonised personal-import rule. Each member state sets its own position, so what is acceptable in one country may be refused in another. Movement within the single market is treated differently from import from outside it.

Because of that variation, the only reliable step is to check your own national medicines agency and customs authority before ordering.

4Documents that reduce the risk of a problem

If you do import lawfully, carry or enclose the paperwork that demonstrates personal use.

  • A copy of the valid prescription in your name.
  • A signed letter from your prescriber stating the diagnosis, the medicine, the dose and the duration.
  • Medicines kept in original labelled packaging, not decanted into unlabelled containers.
  • A quantity that matches the stated treatment duration and no more.
  • A purchase invoice showing a non-commercial personal transaction.
